Affordable housing complex opens in Hilltop, One Pierce an early supporter

Shiloh Baptist Church was recently joined by Elevate Health and a diverse coalition of public, private, and community partners to celebrate the opening of the Shiloh New Life Apartments, a 60-unit affordable housing development in Tacoma’s Hilltop neighborhood. Decades in the making, the project offers stable housing to individuals and families earning 30 to 50% of the area median income, including units for veterans, individuals with disabilities, and those exiting homelessness or the justice system.
While the idea of creating long-term housing solutions for their community had been in motion for decades, it was recent financial partnerships that helped bring this project to life. One Pierce - Elevate Health’s community resilience fund - provided Shiloh Baptist Church with a low-interest loan for pre-development of the complex.
Reflecting on the church's long-standing commitment, Pastor Chavis Young told Tacoma News Tribune, “This was a vision from our church to provide housing that truly meets the needs of our community.”
A broad coalition of public partners supported the nearly $34 million project, including Pierce County, the City of Tacoma, the Washington State Department of Commerce, and the Washington State Housing Finance Commission.
“When people have a safe, affordable place to live, it opens the door to better health and opportunity,” said Gabe Moaalii, director of community resilience at Elevate Health. “This project reflects what’s possible when community, faith, and public partners work together. Thank you to the many partners, volunteers and community members for bringing this vision to life and to our team at Elevate Health, Lauren Fulton, Kevin Atimango and Abby Taylor.”
The Shiloh New Life Apartments now stand as a testament to what’s possible when shared vision meets collective action.
